Criteria for accepting passport photos in Dutch travel documents

The photo is intended to identify the applicant. Applicants for travel documents are therefore required to submit a colour passport photo that shows a true likeness of themselves. A photo will be accepted only if it meets all the criteria specified below, unless one of the exceptions in the Passport Regulations applies.



The passport photo must be 35 by 45 mm (width x height).
Width: from ear to ear, between 16 mm and 20 mm.
Height: from age 11: from chin to crown, between 26 and 30 mm.

up to age 11: from chin to crown, between 19 and 30 mm.


The photo is in focus and is a true likeness and natural representation of the applicant. The photo shows sufficient contrast and fine features of the face, and the facial colouring is natural.

By high-quality, smooth photo paper, we mean paper intended for printing photos. The paper contains no raised surfaces or any other tangible or visible irregularities that might distort the appearance of the applicant.

The photographer needs to know that the photo must be 400 dpi and judge whether the photo looks as if its minimum resolution is 400 dpi.

The photo appears in black and white on the travel document, but is stored in colour on the microchip.

The background colour must be light grey, pale blue, or white. The background must be even, in a single colour, and without shadow or merging colours.

There must be sufficient contrast between the head and the background. Insufficient contrast reduces the clarity of the photograph in the travel document.

The eyes and the whole face must be entirely visible. Hair that falls over the eyes (or parts of the eyes such as the eyelids) or otherwise hides part of the face can be an obstacle to human or electronic facial recognition.

The width of the face (from ear to ear) cannot be determined if the sides of the face are covered. This does not mean that the ears themselves must be visible.

No shadows, especially around the eyes and no reflections from accessories such as ribbons and earrings should be visible on the face.

Head covering is permitted only for religious, philosophical, or medical reasons (see Exceptions).

The head and the shoulders must appear straight from the front. If the head is tilted backward, forward, or to one side, or the face is pointed to the side, human or electronic facial recognition may be obstructed.

Support may not be visible on the photograph, so the supporter’s hands should be hidden beneath the subject’s clothes.

If the applicant’s face is to be recognised successfully by human or electronic means, the applicant must be photographed looking straight at the camera with a neutral expression and a closed mouth.

Applicants may not smile broadly or open their mouths – which does not mean that they have to look surly or sullen.

The eyes must be entirely visible on the photo. This means that eyes may not be hidden in any way by eyeglasses and /or lensses.

Reflection in the lenses or on the frame must be prevented as far as possible. If it is not possible to prevent reflection, the applicant must take off the glasses.

The face and the background must be uniformly lit. Underexposure or overexposure, shadow, and reflection must always be prevented.

The face may not contain white spots, as sometimes caused by a flash. Reflection can be caused by glowing skin, sweat, eyeglasses, jewellery, etc.

The applicant must appear in the middle of the photograph. The head must be fully visible. Only if an applicant has a high hairstyle may some of the hair not be shown.

If the applicant can demonstrate religious or philosophical reasons for covering the head, all the acceptance criteria described in the Guidelines are applicable, except:
– category 4 APPEARANCE OF FACE ‘head uncovered’.


If the applicant is a child younger than six years, minimum requirements apply to the passport photo. The minimum requirements are all the acceptance criteria in the Photo Matrix Guidelines except:
– category 5 POSTURE ‘eyes on a horizontal line’, ‘head not tilted to one side’, and ‘shoulders straight’; – category 6 EXPRESSION ‘neutral expression’, ‘looking straight at the camera’, and ‘mouth closed’.

• Your face must be square to the camera with a neutral expression, neither frowning nor smiling, and with your mouth closed.
• You may wear non-tinted or tinted prescription glasses as long as your eyes are clearly visible. Make sure that the frame does not cover any part of your eyes. Sunglasses are not acceptable.
• A hairpiece or other cosmetic accessory is acceptable if it does not disguise your normal appearance.
• If you must wear a head covering for religious reasons, make sure your full facial features are not obscured.
• The frame size must be 35 mm X 45 mm.
• The photos must show the full front view of the head, with the face in the middle of the photo, and include the top of the shoulders.

UK passport photos requirements for babies/children


Numerous nations have diverse necessities for travel permit photographs of infants and kids under a specific age. For instance, the official specification of the UK’s Identity and Passport Service (IPS) asks the following necessities for kids:

Photos of children six years and under must show a true likeness. Younger children can be difficult to photograph, so for this reason children under six don’t need a neutral expression, a smile is expectable, also expectable is glare from glasses but we recommend to remove glasses before the shoot, pictures with their head at a tilt are also acceptable.  Children six and under don’t have to look directly at the camera.

Babies under one year don’t need their eyes open. Every other standard must be met. If the babies head needs to be supported then you will need to find away to do this without photographing your hands etc.. To help the child’s head, you should hold your hand behind the infant’s head with the goal that it can’t be seen in the photo. We have a few different methods for supporting the babies head, one of our professional photographers will guide you with the best option for your little one.

Passport Photographs for all children six and over must meet the full guidelines set out above, that is with the following exception all children under 11 can have a head measurement of between 21mm and 34mm, rather than the grown-up prerequisite of 29mm to 34mm.

What is portrait photography?

Portrait photography is the kind of photography where the focus is on the face or the facial expressions of a person or a group of people. The equipment, lighting, backdrop and poses are all geared towards showcasing the facial expressions of the subject.

Types of portrait photography

There are many types of portrait photography but the most common one is the traditional portrait where the subject is looking directly into the camera.

Then there is candid portrait photography where the subject doesn’t acknowledge the photographer.

Environmental portraits where the subject is captured in its natural environment such a construction worker working on site.

Lifestyle portraits are the ones that capture the ‘feelings’ or ‘emotions’ of the subject being captured. This is typically the style that is used for family portrait photographs.

Other portrait photography types include glamour portraits, abstract portraits, and creative portraits.

Portrait Photo Shoot

The photo shoot itself is FREE. We do charge a £25 Deposit on booking, which is fully refundable when viewing your images. If you do need to cancel your booking all we ask is you give us 48 hours notice and you’ll be refunded your money.

Most of our sessions last up to one hour, within that time we hope to give you between 50 – 80 images to choose from.

Our studio is capable of holding large families and is also ideal for Babies, Newborn’s, Birthdays, Pregnancy Photography, Engagements, Graduations, and Anniversaries. Why not bring your Pet too!

At Jefferson Studios one of our most popular requests is to fix and repair old or damaged photographs. We understand that back when digital cameras were not as common as they are now, physically printed photographs was the only option.

Unfortunately, these photos can get damaged, torn or faded over a period of time and turn your cherished memories into broken pieces of paper. No matter how much care you give to them, a disaster flood, fire or a spill of drink can strike any time and ruin your old photos.

How It Works

Our digital photo restoration and repair process offers image enhancement techniques to repair tears, creases and scratches. Our team at Jefferson Studios have been restoring your favourite images to their former glory for nearly 20 years.

Our photographic restoration prices include colour correction and removal of blemishes as standard, we only charge additional fees if the image needs a vast amount of work, we will advise you on this before we proceed.

We start by making creating an “electronic negative” of your damaged photo. All the work is done on this electronic negative while your original photo stays untouched.

We then proceed to fix your image using advanced photo retouch, color, and repair techniques using the latest software to fix your image. We can reduce or enlarge any image to fit frames of your choice, pendants, pockets or rings.
